The purpose of this chapter is to establish minimum standards to safeguard life, limb, health, property and public welfare by regulating and controlling the use, occupancy and maintenance of all residential dwellings and structures or portions thereof within the incorporated limits of the city that are income/producing residential properties or properties or portions thereof for which payment of any kind is received for the use or occupancy of the property or portion thereof.
