A separate and distinct body corporate and politic, to be known as the Joint Redevelopment Commission of the County of Pasquotank and City of Elizabeth City, North Carolina, the “Commission”, is hereby created to function within the territorial jurisdiction of the county and the city under the authority vested in the county and city by G.S. Ch. 160A, Art. 22, and other applicable laws of the state.
