§ 114.036  CONDITIONS GOVERNING ISSUANCE.
   A taxicab driver’s permit shall not be issued if the applicant is subject to any physical defects which might render him or her unfit for the safe operation of a taxicab. No permit shall be issued to a person who has been convicted within five years of any offense involving intoxicating liquors or other mind-altering substances unless the issuance thereof would be in the interest of the public welfare.
