Each applicant for a business license, in excess of the approved number, shall be scheduled for a hearing at the next regularly scheduled meeting of the work session; provided, such application shall be filed with the City Clerk at least ten days prior to such regularly scheduled meeting, then upon the recommendation of the work session said application will be submitted to the City Council at the next regularly scheduled meeting, otherwise, the hearing will be held at such time as Council shall determine.
