§ 111.05  SCATTERING HANDBILLS.
   No person shall promiscuously distribute handbills or advertisements of any kind by placing or throwing the same on any street or lot or otherwise; and such handbills or advertisements shall be enclosed in an envelope, or clipped, and placed under or in the door of each house where such advertising matter is left.
