No person shall advertise any article of any kind for sale by crying out the same on the streets, sidewalks or public places of the city, nor shall any person advertise in any way on the streets, sidewalks or public places of the city any article or any event by the use of a megaphone, bell, horn or other noise-making device, except as may be approved by the City Manager or his or her designee.
