(A) Unless exempt as described in § 110.06 of this chapter, each person who conducts a business within the city is subject to this subchapter. One conducts a business “within the city” if one maintains a business location within the city; or if, either personally or through agents, one:
(1) Solicits business within the city limits; or
(2) Picks up or delivers goods or services within the city limits.
(B) The initial annual and seasonal business registration fee shall be in the amount of $20, and may be amended by the City Council from time to time.
