The City Manager or his or her designee, upon his or her own action or upon receiving any complaint or notice from any person regarding the existence of any conditions described in § 95.27 of this chapter, shall investigate such conditions as may be necessary to determine whether, in fact, such conditions constitute a violation of this subchapter.
