§ 94.40  STANDARDS AND REGULATIONS FOR PEACEFUL PICKETING.
   It is recognized that peaceful picketing in the furtherance of a lawful purpose shall be permitted in the city and the following standards and regulations are herewith promulgated for the regulation of peaceful picketing for a lawful purpose.
   (A)   Picketing may be conducted only on the sidewalks of the city and may not be conducted on the portion of a street used primarily for vehicular traffic nor in any public building or space.
   (B)   Not more than 15 pickets promoting the same objective shall be permitted to use one of the two sidewalks within a block of the city at any one time.
   (C)   Pickets may carry written or printed placards or signs not exceeding two feet in width and two feet in length promoting the objective for which the picketing is done; provided, however, the words used on said placard or sign shall not be defamatory in nature or such as would tend to produce violence or induce a breach of the peace. The staff on such placards or signs shall not exceed 40 inches in length, must be made of wood, shall not exceed three-fourths of an inch in diameter or on any side at any point and must be blunt at each end.
   (D)   Pickets must march in single file and not abreast and may not march closer together than ten feet, except in passing one another.
   (E)   Pickets shall walk not more than six feet from the curbline of the sidewalk and shall be in continuous motion.
   (F)   If pickets promoting different objectives desire to use the same sidewalk for picketing and such use would result in the presence of more than 15 pickets thereon, the Chief of Police shall allot time to each group of pickets for the use of such sidewalks on a pro rata basis.
   (G)   No person engaged in picketing may make or produce loud, or unusual noise, including, but not limited to, shouting, clapping or singing of such a nature as to or be likely to disturb the peace and tranquility of the city or otherwise to unreasonably interfere with personal or commercial businesses and the activities of the people of the city or to disturb the public peace.
   (H)   No person engaged in picketing shall interfere with or attempt to interfere with another in the exercise of his or her right to work or to enter upon the performance of any lawful vocation or activity by the use of force, the threat of force, threats of violence or intimidation or by the use of insulting or threatening language directed toward such person, to induce or attempt to induce him or her to quit his or her employment or refrain from seeking employment or to do or cease to do any lawful activity.
