(A) No person shall hold any public meeting or public demonstration, or conduct any parade, or similar activity upon any of the streets, sidewalks or within any of the parks of the city, or other public place under the control of the city, without first obtaining a permit therefor from the City Manager.
(B) No person shall participate in any gathering, assemblage, demonstration or parade upon the streets, sidewalks or within any of the parks of the city, or other public places under the control of the city, unless such gathering, assemblage, demonstration or parade is held by written permit of the City Manager.
