§ 92.05  VESSELS WHICH MAY NOT BE ANCHORED OR TIED UP.
   No person shall moor, tie up or anchor any vessel within the city that is or may be in such condition as to:
   (A)   Being unseaworthy and in risk of sinking;
   (B)   Being in such disrepair or condition of decay;
   (C)   Contain such debris, trash and other matter as to create or possibly create a fire hazard within the city;
   (D)   Maintained or kept in an unlocked or in an open condition where children might be attracted to play or where others might be attracted and in which vagrants or other persons might trespass unmolested;
   (E)   Be in an open condition in which conduct against the public morals of the city takes place or may likely take place; or
   (F)   Because of such vessel’s unsightliness and condition of upkeep, creates conditions contrary to the public health, happiness and morals of the city.
