Every railroad company whose tracks extend within the city limits shall keep the ditches and gutters on both sides of and between tracks on its right-of-way clear of grass, weeds, trash, garbage and filth of every kind; and such shall be graded so that water will not stand, or become stagnant in ditches, or along tracks.
