Every railroad company whose tracks cross any street within the city limits shall fix and keep in good repair and condition the crossing in the space covered by its right-of-way in accordance with the directions of the City Manager, or his or her proper appointee. No person shall fail to comply with any provisions or requirements of this section for a period of longer than ten days after notice from the City Manager that repairs to a crossing are required.
