No person in the operation of any motor vehicle upon the streets of the city shall cause same to be turned from the streets of such city into any public parking lot owned or operated by such city, except at such entrances to such parking lots as are designated. No person shall operate a motor vehicle from any such parking lot into the streets of the city, except through exits as designated.
