All towing, storage, advertising and other charges incurred by the city or imposed upon the owner or operator of any vehicle impounded under the provisions of this subchapter in connection with the impounding of such vehicle shall constitute a lien upon such vehicle and no such impounded vehicle shall be released until all such charges due to the owner of the garage where the impounded vehicle is stored.
