Towing and storage charges incurred in the impounding of any vehicle under the provisions of this subchapter shall be as follows:
(A) Normal towing charges for each vehicle shall be the current prevailing charge; and
(B) (1) If a call is made for towing service and the owner, or person having control of the vehicle to be towed, returns to the unattended vehicle before the arrival of the towing vehicle and the unattended vehicle is not in fact towed in, the charge for answering such call shall be entered upon the violation ticket given the owner and collected in the same manner as the penalty for the violation is collected.
(2) Such amount shall be set from time to time by the City Council.
