§ 70.05  USE OF SKATES, COASTERS, TOY VEHICLES.
   (A)   No person upon roller skates or a skateboard or riding in or by means of a coaster, toy vehicle or similar device shall go upon any roadway, except when crossing a street on a crosswalk; and, when so crossing, such person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.
   (B)   No person shall ride a skateboard or any similar device on any public way, including, but not limited to, a sidewalk, street, park, public parking lot or alley in the downtown area. The downtown area shall be identified as that area bounded by the Pasquotank River continuing down Elizabeth Street, Road Street, Ehringhaus Street, Walston Street, Shepherd Street continuing to the Pasquotank River.
