§ 52.48  CONTROL STRUCTURE.
   When required by the local government, the owner of any property served by a building sewer carrying industrial wastewater shall build a control structure in the building sewer from his or her premises just prior to the entrance of the building sewer into the public sewer suitable for sampling and/or measuring his or her wastewater. Significant industrial users may be required to construct a control structure for the purpose of equalizing discharges, flow and/or pollutant concentrations, over a time span specified by the Director if the local government determines this is necessary to prevent interference. Plans for this structure shall be approved by the local government. There shall be ample room in or near such facility to allow accurate flow measurement, sampling and measuring equipment shall be constructed and maintained at all times in a safe and proper operating condition at the expense of the owner.
