The Mayor, upon simple motion approved by Council, shall temporarily close any public street, alley, way or portion thereof, within the Village for a period not to exceed three days. When the purpose of such temporary closing is for an event to which members of the general public are invited, the Mayor may require such insurance as in his opinion will indemnify the City against any loss due to bodily injury or property damage.
