351.14 PARKING IN RESIDENTIAL DISTRICTS DURING THE PROCESS OF PLOWING SNOW OFF STREETS.
   (a)   Within four hours after two inches of snow has fallen in the Village, no owner, driver or person in charge of any vehicle shall park the same upon the paved portion of any street within the Village and no such person shall fail to remove forthwith any vehicle parked therein. Failure to remove a vehicle as herein provided shall be deemed sufficient grounds to authorize members of the Village Police Department to cause such vehicle to be impounded at the owner's expense for towing and storage.
   (b)   Upon removal by Village employees of snow from the paved portion of the street, such parking restrictions shall become inoperative with respect to that particular location.
   (c)   Whoever violates subsection (a) above shall be deemed guilty of a minor misdemeanor and shall be fined not more than one hundred dollars ($100.00) and costs.
