It is hereby declared to be unlawful and it is hereby prohibited for any person or persons, builders, contractors, firms, or corporations to construct and erect any building or remodel any building within the corporation limits of the Village without first submitting their plans and specifications for the said building to the Council for approval and making application for and receiving a municipal building permit therefor.
