The purpose of this chapter is to promote the public health, safety and welfare, through the regulation of massage establishments located in B-1, B-2 or PBO districts. It is the intent of this Ordinance to regulate massage establishments, as defined herein in such a manner as to prevent the erosion of the character of the surrounding neighborhoods and to prohibit the establishment of such businesses within close proximity to existing churches, amusement arcades, parks, schools, social service facilities, neighborhood centers and playgrounds within the Village. The following Regulation shall apply to Massage Establishments, as herein defined.
