1147.04 APPLICATION AND ISSUANCE OF ZONING PERMITS.
   The following shall apply in the application and issuance of Zoning Permits:
   (a)   Written application shall be made for a Zoning Permit for the construction of a new building or the alteration of an existing building. Said permit shall be issued within thirty (30) days after a written request for the same has been made to the Zoning Inspector or his/her agent, provided such construction or alteration is in conformity with the provisions of this Ordinance.
   (b)   Written application for a Zoning Permit shall be made to the Zoning Inspector. If the proposed use is in conformity with the provisions of this Ordinance, the permit shall be issued within thirty (30) days after the application for same has been made.
   (c)   Every application for a Zoning Permit shall be accompanied by a plot plan in duplicate, and such other plans as may be necessary to show the location and type of buildings to be erected or alterations to be made. Where construction or physical improvement of the land is involved, the lot and location of the buildings to be erected thereon shall be staked out, on the ground, before construction is started and all dimensions shown on the filed plans shall be based on an actual survey.
   (d)   Failure to notify the applicant in case of such refusal within the said thirty (30) days shall entitle the applicant to a Zoning Permit unless the applicant consents to an extension of time.
   (e)   If the work described in any Zoning Permit has not begun within six (6) months from the date of issuance thereof, said permit shall expire; it shall be revoked by the Zoning Inspector; and written notice thereof shall be given to the persons affected. If the work described in any Zoning Permit has not been substantially completed within two and one-half (2 1/2) years of the date of issuance thereof, said permit shall expire and be revoked by the Zoning Inspector, and written notice thereof shall be given to the persons affected, together with notice that further work as described in the canceled permit shall not proceed unless and until a new Zoning Permit has been obtained or an extension granted.
