925.01 DEFINITIONS.
   (a)   Annual Notification shall mean the requirement that public notice be given at least annually of that portion of the sewer service charge which is attributable to operation, maintenance and replacement (OM&R) costs for the wastewater treatment services.
   (b)   Annual Review shall mean the review required to assure that sufficient revenue is being generated to cover OM&R costs, and that each user pay its proportionate share of OM&R costs by classification.
   (c)   Commercial User shall mean a private or public enterprise for uses other than as a dwelling, including apartment, such as retail stores, restaurants, office buildings and laundries.
   (d)   Debt Service Charge shall mean the charge levied on users to make principal and interest payments required for the amortization of the cost of the Publicly Owned Treatment Works (POTW).
   (e)   Governmental User shall mean any federal, state or local government user of the wastewater treatment system.
   (f)   Industrial User shall mean any nonresidential user of the POTW which is identified in the Standard Industrial Classification (SIC) Manual, 1972, Office of Management and Budget, as amended and supplemented.
   (g)   Institutional User shall mean an establishment which is involved in social, charitable, religious or educational functions, and which discharges primarily segregated domestic wastes or wastes from nonindustrial processes.
   (h)   Normal Domestic Sewage shall mean wastewater or sewage having an average daily SS concentration of not more than 300 mg/l and an average daily BOD concentration of not more than 250 mg/l.
   (i)   Operation and Maintenance shall mean all costs, direct and indirect, not including debt service, inclusive of expenditures attributable to administration, replacement of equipment, and treatment and collection of wastewaters, necessary to ensure adequate wastewater collection and treatment on a continuing basis.
   (j)   Rates shall mean the charge levied as a function of the total material water usage per unit equivalent of sewage.
   (k)   Replacement shall mean expenditures for obtaining and installing equipment, accessories, or appurtenances which are necessary during the useful life of the treatment works to maintain the capacity and performance for which such treatment works were designed and constructed.
   (l)   Extra-Strength Waste Surcharge shall mean the assessment in addition to the service charge which is levied on those persons whose wastes are greater in strength than the concentrations established as representative of normal sewage.
   (m)   User Charges shall mean the charges levied on users of the wastewater treatment works for the most of O&M of such works.
