921.04 WATER CONSERVATION PRACTICES.
   (a)   The following mandatory water conservation practices are hereby implemented for all parties connected to the water system of the Village:
      (1)   Lawn water sprinkling is prohibited.
      (2)   Restricted watering of gardens and shrubs shall be permitted only in accordance with the following conditions:
         A.   Watering period allowed:
            7:00 a.m. to 9:00 a.m.
            7:00 p.m. to 9:00 p.m.
         B.   Restricted to two days per week.
         C.   Hose sprinklers shall be attached at all times (hand held). No unattended automatic device shall be utilized.
      (3)   Washing of autos, trucks and recreational vehicles shall be permitted only in commercial wash centers. Outside residential vehicular washing in driveways is prohibited.
      (4)   Hose spraying of driveways, sidewalks and parking areas is prohibited.
      (5)   Bulk water sales, except those used for drinking water purposes are prohibited. All releases from system fire hydrants, except for fire fighting purposes, shall be upon prior approval of the Village Administrator.
   (b)   The Village Administrator shall have full authority to implement these Mandatory Water Conservation Practices upon a two (2) day notice to the News Media. Any mandatory restrictions may be lifted at the discretion of the Village Administrator.
   (c)   Violators of these Mandatory Water Conservation Practices shall be deemed guilty of violating the Rules and Regulations of the Water Department. As such the water services to the premises shall be terminated, provided a prior written warning notice is delivered to the property stating the violation which has occurred. The violation schedule shall be as follows:
   First Offense - Written Warning
   Second and any Subsequent Offenses - Termination of Service
   (d)   Any consumer who has their water service terminated for violation of the Mandatory Conservation Practices shall be required to pay a fifty dollar ($50.00) Administrative and Service Fee to have their water service restored. Such payment shall be made at the Utilities Department’s Billing & Collection Office, 200 West Main Street, Elida, Ohio.
