905.12 ASPHALT/BLACKTOP SIDEWALK AREA.
   (a)   No person shall repair, replace or newly construct a sidewalk area with any type of asphalt and/or blacktop type of material.
 
   (b)   Asphalt/blacktop sidewalk areas shall be repaired, replaced or newly constructed with concrete, and shall meet the specifications set forth in this chapter.
 
   (c)   No person shall use any type of asphalt and/or blacktop material over a concrete sidewalk.
