No person shall repair, replace or newly construct and/or cause to be repaired, replaced and/or newly constructed any sidewalk, curb or gutter on any public way within the Village which does not comply with the specifications of any ordinance by Council. Before any work is commenced to repair, replace or newly construct any sidewalk, curb or gutter within the Village, a permit shall be secured by the person who will be performing such work. Applications for permits to repair, replace or newly construct any sidewalk, curb or gutters within the Village shall be made in writing by the owner of the property or by his authorized agent at the Town Hall, 200 West Main Street, Elida, Ohio 45807. Permits will be issued upon approval of the Village Administrator.
