8-2-4: INJURING WATER SYSTEM:

It shall be unlawful for any person to injure or deface, or in any way tamper with, any portion of the municipal water system, or to turn the water off or on from any main at any time or place, unless he is duly authorized so to do by the city. (1991 Code § 16-12)
