A person 18 years of age or older who violates a provision of this chapter is subject to:
(A) A fine not to exceed $100 for the first violation;
(B) A fine not to exceed $200 for the second violation within any consecutive 12-month period of the first violation; and
(C) A fine not to exceed $500 for the third and each subsequent violation within any consecutive 12-month period of a previous violation.
