§ 91.52 ANIMAL WASTE, NOXIOUS ODORS, AND UNSANITARY CONDITIONS.
   (A)   Noxious odors. It is illegal and considered a public nuisance for any person to keep or maintain animals in a manner as to disturb others by noxious or offensive odors, or otherwise endanger the health and welfare of the inhabitants of the city. The provisions of this section shall not apply to livestock.
   (B)   Defecation outside owners property. It is illegal and considered a public nuisance for the owner of any animal to permit, either willfully or through failure to exercise due care or control, any animal to defecate on public and private rights-of-way, public or private property other than their own, unless the owner immediately cleans up and properly disposes of the defecation.
