§ 91.38  LIVESTOCK.
   Non-commercial livestock may be permitted in the R-A (Residential-Agricultural) Zone, and are prohibited in all other zones. (See Zoning, Ch. 155).
   (A)   Hobbling in cruel manner unlawful.  It is unlawful for any person to hobble, chain, or stake livestock or other animals by any means which may cause injury, damage, or entanglement to the animal or prevent the animal from gaining access to any and all care and maintenance items required.
   (B)   Fencing of livestock. Any person having lands or crops that would be injured by trespassing animals, shall make a sufficient fence about his land in cultivation, or other lands that may be so injured, the same to correspond with the requirements of the law of the State of New Mexico prescribing and defining a legal fence (§ 77-16-1).
   (C)   Stray livestock.  It is unlawful for livestock to stray outside the property boundaries.
   (D)   Livestock confined to property.  It shall be unlawful for any person to stake out, graze, or herd any animal upon any unenclosed private lot or parcel of land in a manner that the animal may be or go beyond the boundary of the lot or land.
