All persons, associations or legal entities, including governmental agencies and political subdivisions, and the owners of all property located outside the corporate limits of the city do agree upon request being made for and the providing of water service by the city to pay for the water service at the rates provided by ordinance or resolution and further that the charges for water service shall constitute a lien upon the premises until paid superior to all other liens except general property taxes upon the property.
