The City Council shall have the authority to set by subsequent resolution, rule, regulation, or ordinance the standards, specifications and policies, additional service areas, expansion, line extension and line sizes and other charges, conditions of service and/or other matters, as may be deemed necessary, for the establishment, construction, expansion and maintenance and operation of the water system. The rules, regulations, standards and specifications shall be filed in the office of the City Clerk. The Code Enforcement Officer may issue a citation to Municipal Court based on an alleged violation of the rules, regulations, standards and specifications. A violation shall be deemed a misdemeanor. This provision applies to the city water system and the public water system.
