(A) All pertinent provisions of this chapter are hereby made a part of the terms and conditions whereby the city may furnish any utility service to any person, or whereby the city shall make any utility connections, or perform any work of any kind in connection with the furnishing of any utility service pursuant to the rules and regulations of the City Council. Unless otherwise specified this chapter applies to the city owned water system.
(B) To establish processes and fees for connection, service deposit, and usage of the city owned water system.
(C) To provide for payment of the fees established.
(D) To provide penalties for violations of this chapter.
(E) To allow for establishment of an Advisory Board.
