All persons, associations or legal entities, including governmental agencies and political subdivisions, and the owners of all property located without the corporate limits of the city do agree upon agreement being made for and the providing of wastewater service by the city to pay for the wastewater service at the rates provided by resolution and further that the charges for wastewater service shall constitute a lien upon the premises until paid superior to all other liens except general property taxes upon the property.
