The owner of premises where wastewater service is furnished by the city, whether or not the owner is the user or consumer of the utility service, shall be liable for the payment of all rates and charges therefor. Property owners are required to submit an application with the applicable fees for the initiation of the mandatory wastewater services in the city within 30 days of ownership transfer. Failure to do so shall render the property owner on record with the County Assessor’s office liable for the payment of all wastewater services during their time of ownership.
