(A) If any charge established shall not have been paid within 30 days after the charge is due; the account will be designated as delinquent.
(B) After the sewer account has been designated delinquent, the city can begin penalty, lien and foreclosure processes as spelled out in Chapter 50 of this code, establishing a lien process for overdue and unpaid utility bills; providing for a procedure; and providing for penalties.
