(A) For annexation. A Special Use Zone as used at the time an area is annexed is defined as a zone in which uses that have existed prior to their being incorporated into the city shall be deemed non-conforming, limiting the extent of their operation until the time as the areas are rezoned into conformance or exempt as grandfathered.
(B) For other uses. A Special Use Zone as defined except for property recently annexed must meet the following criteria:
(1) The proposed use is not provided for in any other zone;
(2) The use is not detrimental to the neighborhood where it is proposed to be located; and
(3) Approval of a Special Use Zone will be determined on a case by case basis.
