(A) The purpose of this chapter is to encourage the most appropriate use of land and to promote the health, safety, morals, and the general welfare of the City of Elephant Butte.
(B) The regulations, plans and maps are deemed necessary to:
(1) Permit most appropriate use of land throughout the city;
(2) Lessen congestion in the streets and public ways;
(3) Secure safety from fire, panic and other dangers;
(4) Promote health and general welfare;
(5) Assure adequate light and air for all properties;
(6) Prevent overcrowding of land and undue concentration of population;
(7) Facilitate adequate provisions for transportation, water, sewer, schools, parks, and other public requirements;
(8) Control and abate the unlawful use of structures, buildings, or land; and
(9) Achieve the goals for wise growth management within the city as described in the Comprehensive Plan.
