The Legislature of the State of New Mexico has in NMSA §§ 3-18-1-31 and 3-21-1 delegated the responsibility of local governmental units to adopt regulations designed to minimize flood losses. In addition, all regulations of 44 CFR, Section 59.1 through 60.3 et seq. are adopted by reference. Therefore, the City of Elephant Butte, New Mexico does ordain as follows.
