The degree of protection required by this article is considered reasonable for regulatory purpose. The standards set forth herein are minimum standards and this article does not imply that compliance will ensure there will be no unauthorized discharge of pollutants into the waters of the state. This article shall nor create liability on the part of the Town of Eleanor, any agent or employee thereof for any damages that result from reliance on this article or any administrative decision lawfully made thereunder.
