No person shall sell or expose or offer for sale any article of any nature upon any street, sidewalk or public park within the Town; provided that nothing herein contained shall prohibit newsboys from selling newspapers within such area, under such regulations as may be made by Town Council, or the solicitation of funds, either by the sale of tags, flowers or other tokens, or otherwise, by any charitable or religious organization or any civic organization for charitable purposes, when permission to do so is obtained from Town Council.
