No person shall throw, cast, spill, deposit, drop, scatter or leave or cause to be thrown, cast, laid, deposited, spilled, scattered or left in or upon any street or footway, sidewalk, public strip or other public place in the Town of Eleanor, any dirt, mud, ashes, gravel, sawdust, shavings, hay, straw, fruit or vegetable matter, garbage, tree, cinders, paper or refuse matter of any kind, or any dead animal matter of any sort; provided, that earth and rubbish from excavations or building debris or material used in the construction of buildings may be placed or permitted to lie in the places aforesaid as may be authorized by permit previously obtained from the Building Inspector.
