The width of any opening or excavation authorized by these provisions, shall be no greater than is necessary for doing the work. In no case shall more than one-half of the width of any street be opened at any one time, and, in all cases, one-half of such street shall remain untouched for the accommodation of traffic, until the first half is restored for safe use.
