No permit to excavate in any street or alley shall be issued unless the applicant therefor shall have first deposited with the Town Clerk a Performance Bond or Cash Bond in an amount sufficient to cover the entire expense of replacing the paving or surfacing material. If for any reason the amount of the deposit made under this Section is insufficient to cover the cost of work covered by it, or if any damage shall have been done not contemplated in the original estimate, which shall have caused increased expenditure by the Town, the amounts of such deficiency or damage shall be certified to the Town Recorder who shall collect the same from the person to whom the permit was issued. No further permits shall be granted to such person or any other person on his behalf until the amount of such deficiency or damage shall have been paid.
