When recount is conducted by the board of canvassers, these basic rules apply:
(a) Only the votes cast for the one race which is the subject of the recount are tallied.
(b) Each precinct may only be recounted one time.
(c) The recount is conducted in the same manner as the votes were originally counted, except that in electronically tabulated ballot systems, the person requesting the recount may specify that the ballots be counted by hand.
(d) If the candidate who originally requested the recount stops the process, any other candidate who has preserved the right to a recount may then request that the recount continue. This request must be made at the completion of the recounting a precinct.
(e) When the recount is stopped or completed, the board of canvassers then certifies the result.
