An applicant, or permittee and/or licensee shall permit representatives of the Police Department, municipal, county and state Health Departments, Fire Departments, or other Town or State departments or agencies to inspect the premises of a sexually oriented business for the purpose of insuring compliance with the licensure/permitting and regulatory provisions of this article, at any time it is occupied or open for business.
