State law sets up the basic form of the municipal governing body. It consists of a mayor, recorder and council members, with each of the officers having a vote. When the municipality has not been divided into wards or election districts, there must be at least five council members. The Town of Eleanor is authorized to establish additional elective offices by ordinance, and may determine the offices or positions which are to be filled by appointment or employment.
