The Municipal Judge shall have the authority to issue subpoenas for and compel the attendance of any person who may be required to testify as a witness, either for the Town of Eleanor, or for the defendant in any pending case. Any person, having so been summoned, who shall wilfully refuse to attend as required by such summons shall be subject to a fine not to exceed one hundred dollars ($100.00).
