Such powers that are now or may hereafter be provided by statute of the West Virginia Code, as amended, or by ordinances of the Town of Eleanor relating to the development and operation of recreation system, public parks, and playgrounds, are hereby vested in the Eleanor Park and Recreation Board, to be exercised by it subject to any and all restrictions contained in such powers and ordinances.
